This is a ready-to-use SOP for bringing a new data steward into the role. Naming a steward on a register is not the same as the person being ready to operate independently: audit trail review, access recertification, and data quality monitoring are controls, and a control run by someone who was never formally onboarded into the role is a control that only looks like it is operating. Replace every <<FILL: ...>> placeholder with your own specifics, set your document numbers and dates, and route it through your normal document control, review, and approval. A worked filled specimen follows the template. Verify each cited regulation against the current source before you rely on it.

1. Purpose
This procedure defines how <<FILL: COMPANY NAME>> brings a new data steward into the role for a GxP data set or system: the minimum qualification bar, the structured onboarding period, the training curriculum required before the person performs any steward control independently, and the sign-off that closes the onboarding. It exists because the data governance role model in data governance roles and career paths only works if the steward named on the role assignment register is actually capable of running the controls the role carries, not just willing to have their name on the document.
2. Scope
This procedure applies to every individual newly assigned as data steward for a GxP data set or system, whether the assignment is a new hire, an internal transfer, or an existing employee taking on stewardship for an additional system. It covers the qualification bar, the onboarding sequence, the required curriculum, and the sign-off before independent performance. It does not cover the data owner’s formal acceptance of accountability, which is governed by the data owner accountability acceptance form, or the broader role assignment process, which is governed by <<FILL: SOP-ID for role assignment>>.
3. Responsibilities
| Role | Responsibility |
|---|---|
| Incoming data steward | Completes the curriculum, performs the shadow period activities, demonstrates competence at the sign-off review. |
| Outgoing or peer steward (mentor) | Runs the shadow period, provides direct observation and feedback, recommends readiness for sign-off. |
| Data owner | Confirms the steward assignment, is informed of onboarding status, and is the first escalation point if onboarding stalls. |
| Data Governance Lead / QA | Owns the curriculum, confirms training records are complete, performs the independent sign-off review, and maintains the onboarding record. |
| IT / system administrator | Provisions the steward’s system access at the access level the role requires, no more and no less. |
4. Definitions
- Shadow period: a defined span during which the incoming steward performs steward activities under direct observation of a mentor before performing them independently.
- Independent performance: the steward performs a control (audit trail review, access recertification, data quality monitoring) alone, with their name as the accountable reviewer of record.
- Sign-off review: the structured check, performed by the Data Governance Lead or QA and independent of the mentor, that confirms the incoming steward is ready for independent performance.
5. Procedure
5.1 Confirm the qualification bar before onboarding starts
Before the shadow period begins, confirm the incoming steward meets the minimum qualification for the specific system: process or subject-matter familiarity with the data set (a steward reviewing chromatography audit trails needs to understand what a re-integration is, not just how to open the software), and completion of foundational data integrity and good documentation practice training. A steward who does not yet understand the process cannot meaningfully judge whether an audit trail entry looks right, regardless of how well they know the software.
5.2 Assign a mentor and set the shadow period
Name a mentor, typically the outgoing steward, a peer steward on a comparable system, or the Data Governance Lead where no peer exists. Set the shadow period length by system criticality: longer and more structured for a GxP-critical system, shorter for a GxP-relevant one (see the criticality tiering discussion in data governance roles and career paths). During the shadow period the incoming steward performs each steward activity alongside the mentor, who observes and documents specific feedback rather than a general “looked fine.”
5.3 Complete the required curriculum
Complete the training curriculum in section 6 before independent performance. Curriculum completion and the shadow period run in parallel where practical, but both must be complete before sign-off.
5.4 Provision access at the role’s actual level
IT provisions the steward’s system access once the mentor confirms the steward is far enough into onboarding to need it, scoped to what a steward requires (read and query access to the audit trail, access to data quality reports) and never to what a custodian or administrator holds. A steward provisioned with administrator rights during onboarding, and left there afterward, is a segregation-of-duties gap created by the onboarding process itself.
5.5 Perform the sign-off review
The Data Governance Lead or QA, independent of the mentor, reviews: the completed curriculum record, the mentor’s shadow-period feedback, and a sample of the incoming steward’s own work product from the shadow period (an audit trail review they performed alongside the mentor, with the mentor’s confirmation it was accurate and complete). The reviewer confirms readiness or identifies a specific gap to close before independent performance begins.
5.6 Close the onboarding record and notify the owner
Record the sign-off outcome on the onboarding record (section 8). Notify the data owner that the steward is now performing independently. Update the role assignment register.
5.7 Handle a steward change or a failed sign-off
Where a sign-off identifies a gap, extend the shadow period for the specific area of weakness rather than closing onboarding on a partial basis; a steward is either ready for independent performance or is not. Where a steward leaves the role, do not leave the assignment vacant on the register; either complete a new onboarding for the replacement before the prior steward’s last day, or name an interim steward and document the interim basis, but never let a system run with no named, onboarded steward.
6. Required curriculum before independent performance
| Topic | Why it is required |
|---|---|
| Good documentation practice and ALCOA+ | The baseline standard the steward is checking data against. |
| Audit trail design and review, for the specific system | Audit trail review is one of the steward’s core controls; generic training is not enough, the steward needs the specific system’s audit trail behavior. |
| Access management and segregation of duties | The steward performs access recertification and needs to recognize a segregation gap when reviewing it. |
| Data integrity deviation reporting | The steward is often the first point of contact when something looks wrong and needs to know how and when to escalate. |
| The role assignment register and escalation path | So the steward knows where their accountability starts and stops, and what to do when they and the owner disagree, per the role conflict / escalation decision record. |
7. Acceptance criteria
- The incoming steward meets the minimum process and foundational-training qualification before the shadow period starts.
- A mentor is named and the shadow period runs the full length set for the system’s criticality tier.
- The full curriculum in section 6 is complete, with training records on file, before independent performance.
- Access provisioned during onboarding matches the steward role and is not left at an elevated level afterward.
- An independent sign-off reviewer, not the mentor, confirms readiness against specific evidence, not a general impression.
- No system carries a vacant, un-onboarded steward assignment at any time; an interim assignment is documented if a permanent one is not yet ready.

Filled specimen
The following shows the onboarding record completed for an example new steward taking over a chromatography data system. The company, names, and dates are illustrative; replace them with your own.
| Field | Entry |
|---|---|
| Incoming steward | T. Nguyen, QC Systems Specialist |
| System / data set | Chromatography Data System, CDS-01, chromatography raw data and results |
| Criticality tier | GxP-critical |
| Mentor | R. Alvarado, outgoing QC Systems Specialist |
| Shadow period dates | 03 August 2026 to 28 August 2026 |
| Curriculum completion date | 21 August 2026 |
| Mentor feedback summary | Performed 4 supervised audit trail reviews and 1 access recertification; caught a re-integration missing a stated reason during week 3 unaided; feedback: strong on procedure, coached once on escalation timing |
| Sign-off reviewer | S. Park, Data Governance Lead |
| Sign-off outcome | Ready; no gaps identified |
| Access provisioned | Read/query access to CDS-01 audit trail and reporting module, granted 10 August 2026 |
| Data owner notified | M. Alvarez, Head of QC, notified 29 August 2026 |
| Role assignment register updated | 29 August 2026 |
In this specimen the incoming steward caught a real finding during the shadow period, under observation, before ever performing the control alone, which is exactly the kind of evidence a sign-off reviewer should be looking for rather than a mentor’s general assurance that things “went fine.”
Common inspection findings this SOP prevents
- A steward’s name appears on the role assignment register with no record of any training, shadowing, or sign-off behind the assignment.
- A newly assigned steward performs audit trail review independently from day one, with no demonstrated competence and no mentor oversight.
- A steward retains administrator-level access granted “temporarily” during onboarding, creating an undetected segregation-of-duties gap.
- A system’s steward leaves and the role sits vacant for months with no interim coverage, during which no audit trail review or access recertification happens for that system.
- Training records exist but are generic data integrity slides, not curriculum specific to the system the steward actually reviews.
How to adapt this SOP
- Set your document number, owner, and effective date in the header.
- Size the shadow period length to your own criticality tiers; a GxP-critical system should carry a longer, more structured shadow period than a GxP-relevant one.
- Point the cross-references in sections 2 and 6 to your real role-assignment procedure and escalation record.
- Build the curriculum in section 6 out to your real system-specific training content, not a generic list.
- Confirm every regulation in section 9 against the current published version before issue.
