The register described in Regulatory Intelligence Trends holds the raw material: every signal, coded and tracked. This report is the different thing management review actually needs, a periodic synthesis with a stable shape, so a reader can compare this quarter to the last one without re-learning a new format every time. A register export dumped into a slide is not a digest. Replace every <<FILL: ...>> placeholder and route the completed report to management review on your defined cadence. A filled specimen follows. Verify each cited regulation and any published statistic against its current primary source before you rely on it.
Report header
| Field | Entry |
|---|---|
| Report title | Quarterly Regulatory Intelligence Digest |
| Report number | <<FILL: e.g. RID-2026-Q3>> |
| Period covered | <<FILL: from date>> to <<FILL: to date>> |
| Prepared by | <<FILL: RI lead>> |
| Distribution | <<FILL: management review, QA leadership, named process owners>> |
1. Executive summary
<<FILL: three to five sentences stating the period's headline, e.g. which failure theme moved, which peer or supplier enforcement event mattered, and the one decision management review is being asked to make. Write this last, after the rest of the report is drafted, not first>>.
2. Source coverage this period
State which sources on the Regulatory Intelligence Signal-Source Monitoring Matrix were checked on schedule, and flag any that were not, including any official dataset (MHRA deficiency data is the recurring example) that has not been refreshed since the last digest.
| Source | Checked on schedule? | Notes |
|---|---|---|
<<FILL>> | <<FILL: Yes / No / Partial>> | <<FILL>> |
3. Signal volume and theme trends
Pull this table from the register’s trend view. Report direction honestly; do not present a hand-built count as more precise than it is.
| Failure theme | Prior period count | Current period count | Direction | Escalation-weighted flag |
|---|---|---|---|---|
<<FILL>> | <<FILL>> | <<FILL>> | Rising / Stable / Falling | <<FILL>> |
<<FILL: one to two sentences of qualitative interpretation per theme worth calling out. State clearly which numbers come from a published dataset (citable) versus your own hand-built register (directional only)>>.
4. Applicability decisions this period
| Disposition | Count this period | Notable examples |
|---|---|---|
| Applicable | <<FILL>> | <<FILL>> |
| Monitor | <<FILL>> | <<FILL>> |
| Not applicable | <<FILL>> | <<FILL>> |
5. Actions in progress from regulatory intelligence signals
| Signal ID | Theme | Action type | Status | Target date | Owner |
|---|---|---|---|---|---|
<<FILL>> | <<FILL>> | CAPA / Change control / Risk register / Audit scope | <<FILL>> | <<FILL>> | <<FILL>> |
6. Peer-firm and supplier highlights
<<FILL: summarize anything material from the peer-firm benchmarking worksheet or from supplier/CDMO enforcement checks this period. State plainly if nothing material occurred; an empty section stated honestly is better than padding it>>.
7. Closed-loop demonstration
Every digest should be able to point to at least one full loop: external signal in, internal change out, effectiveness verified. If this period has none, say so and explain what is still in progress; do not skip the section.
<<FILL: name the signal, the action taken, and the effectiveness evidence, or state that no loop closed this period and why>>.
8. Recommendation to management review
<<FILL: state the specific decision or resource allocation being asked for, if any. Not every digest needs an ask; a quarter with no ask should say so rather than manufacture one>>.

Filled specimen (excerpt)
Illustrative digest for a single-site oral solids manufacturer with two EU CDMOs. Numbers and names are examples only.
Executive summary: Data integrity citations for audit trail review remained the largest theme this quarter, consistent with the prior two periods. One EU CDMO in our supplier roster received a EudraGMDP statement of non-compliance for a cold-chain excursion disposition issue; supplier quality opened an immediate assessment. No new Applicable findings required a CAPA this period beyond the one already tracked from last quarter. Requesting no additional resource this period; flagging the CDMO event for awareness only, pending the supplier assessment outcome.
Source coverage (excerpt):
| Source | Checked on schedule? | Notes |
|---|---|---|
| FDA Warning Letter database | Yes | Weekly sweep completed all 13 weeks |
| MHRA GMP deficiency data | Yes (confirmed no update) | Checked quarterly; still last refreshed in a prior year, no new publication found |
| EudraGMDP | Yes | Biweekly sweep; the CDMO non-compliance statement (see below) was caught on the second sweep of the quarter |
Theme trends (excerpt):
| Failure theme | Prior period | Current period | Direction | Escalation-weighted flag |
|---|---|---|---|---|
| DI: audit trail review not performed | 4 | 5 | Rising | Yes, 1 Warning Letter |
| OOS / investigation | 6 | 6 | Stable, high | Yes, 1 OAI |
Closed-loop demonstration: The audit trail review CAPA opened two quarters ago (CAPA-2026-0140) completed its 90-day effectiveness check this period. Twenty data reviews sampled; audit trail review was documented and meaningful in all twenty. CAPA closed, risk register entry re-rated from High to Low, register entry RI-2026-047 updated to Closed with the effectiveness evidence attached.
Common inspection findings this report prevents
- A regulatory intelligence program that can produce a register export but cannot produce a periodic report management review actually reads and acts on.
- A digest format that changes every quarter, making trend comparison across periods impossible.
- A quarter with no closed loop reported as if the program does not track that metric at all, rather than stating honestly that no loop closed and why.
- A stale official dataset (MHRA deficiency data, most often) silently omitted from the source coverage section instead of flagged as unchecked or unchanged.
How to adapt this report
- Set your report numbering and distribution list in the header.
- Pull sections 2 through 5 directly from the Regulatory Intelligence Signal and Trend Log and the Signal-Source Monitoring Matrix rather than re-keying counts by hand each quarter.
- Write the executive summary last, after the rest of the report is drafted, so it reflects what the data actually showed rather than a prepared narrative.
- Keep section 7 in the report even in a quarter with nothing to show; an honest “no loop closed this period” is a more useful signal to management than a section quietly dropped.
